Every route or a loco is an addon to the Railworks engine. The engine, once you get it, is upgraded for free every year (some call it 'a forced upgrade', as each update fixes some bugs, but brings plenty of others). Some major addons come with the engine bundled - South London Network Route is one example. Every year, DTG creates a bundle of, in their opinion, most iconic routes and locos released last year and calls this bundle Train Simulator 201x. Last year it was Hamburg-Hanover, London-Faversham and Donner Pass (plus some goodies). This year - you can see yourself on the TS Steam store page.

Now to your question about library: buying the TS201x bundle or any of addons gives you a Train Simulator 201x entry in your library, with the addon (or all addons in a bundle) listed as DLC you own. It's headed as South London Network Route, to my knowledge this is a new route still in progress and not out yet. Then you seem to switch to London to Peterborough Route which is East Coast Main Line. So I guess you mean London to Peterborough Route.
Or am I missing something? I was wasking about South London route (which got released today). ECML was an example I mentioned, since I bought it previously.

Some people would rather do that since the bread is good but cheaper - others woudn't never think of waiting - personal choice. Riviera is really old and probably took less time to create besides. Now, bear in mind I've not seen this new route and 25 miles DOES sound way on the short side, but the length does not include all the branches. Theoretically you could have a 25 mile route with 300 miles of branches. The length is often not a good indicator of content.
